In his second State of the State address, Gov. Andrew Cuomo (D-N.Y.) today outlined his vision for the future, which includes fixing the state's aging infrastructure and building the world's largest convention center in an effort to create jobs.

During his first year in office, Cuomo oversaw some major changes in the state, including the legalization of same-sex marriage, the passage of the property tax cap, and the elimination of the Metropolitan Transportation Authority payroll tax for most businesses. Under Cuomo's stewardship, the state also managed to close a $10 billion deficit without raising taxes.

Now, the governor says he wants to build the world's largest convention center and hotel in Queens and legalize gambling to boost revenue - a move that could fast-track a plan to build a casino at Belmont.

Another top priority for Cuomo this year will be to once again balance the budget without raising taxes by reducing government and reforming the pension system.

Also on the governor's agenda is the creation of a system that will evaluate teachers and school managers.
