The Internal Revenue Service has reported a computer glitch in its system. 
The IRS says it has stopped accepting tax returns filed electronically due to what it's calling a hardware failure. 
Both the "e-file" system and the "where is my refund" were affected. 
The IRS says about 90 percent of taxpayers should still get refunds within three weeks.
