Several charities have been criticized for not distributing money they collected in the name of Sandy relief.

New York Attorney General Eric Schneiderman released a report Thursday saying about 40 percent of the $570 million collected by charities for Sandy relief was never given out. He says the groups likely didn't know how to spend the money and may have been holding some back to use as overhead.

Many homeowners say they're still struggling since the storm, and have yet to receive the funding they expected.

"We're paying a mortgage on a house we can't live in," says Long Beach resident Anna Ervolina. "We're paying taxes in a house we can't live in."

Schneiderman says he reached a deal with four major charities, including the Red Cross, which have promised an additional $10 million to help Sandy victims with housing-related needs.
