A Levittown man who was previously arrested for brutally beating his dog with a shovel has been arrested again after SPCA officials made a surprise visit to his home.
Michael Gallagher, 57, admitted to trying to kill his dog on the front lawn of his home by putting zip ties around the dog's neck and repeatedly hitting her with a shovel over one year ago. He served four months in jail, and as a part of his sentence he agreed not to own, harbor or have control over another animal for the next 20 years.
Gallagher was arrested Wednesday morning after Nassau SPCA investigators discovered a tan-colored dog walking out of his bedroom.
Neighbors tell News 12 that four dogs live in the house. There is also a 'Beware the Dog' sign posted on the fence.
Gallagher's attorney says that doesn't prove any of the animals in the home actually belong to him.
Gallagher is the first person to be charged with failing to register with the Nassau County Animal Abuse registry. The attorney says Gallagher was only notified he had to register Tuesday.
Gallagher is expected to post $1,000 bond by the end of Wednesday. He's due back in court on Friday.
