A Southold town employee, former town supervisor candidate and Boy Scout leader has been arrested and charged with distribution of child pornography.

Damon Rallis, 46 of Southold, was arrested Tuesday morning, according to the U.S. Attorney's Office. He is an employee of the Southold Buildings Department.

A criminal complaint against the father of two lays out in graphic detail the allegations, which one federal prosecutor called "extremely disturbing" during Rallis' arraignment.

The complaint says Rallis, who told agents he is a Boy Scouts troop leader, was part of an online, invite-only chat group under the screenname "dirtydaddy431." It says Rallis shared five images of child porn with people in the group.

Investigators say Rallis admitted to using the internet to look at child pornography, posted images of child pornography and looked at child pornography on the internet as recently as Monday.

During Rallis' arraignment, the images were described as male toddlers in sexually explicit conduct and poses.

Federal investigators say when Rallis was arrested at his home, they also found a small, hidden camera in the house, that investigators say Rallis told them no one else knew about. Prosecutors say images on the camera showed a bedroom and bathroom with the camera angled toward the toilet.

Rallis' bond has been set at $200,000, with conditions that he is to be incarcerated at home, cannot have internet access and is not allowed to have any contact with minors.

News 12 reached out to the Town of Southold for comment, but has not heard back.

Rallis' wife, while speaking on the phone with a judge about possible bail conditions, said, "This is insane to me."

Ryan DiBernardo, the scout executive/CEO of the Suffolk County Council of Boy Scouts of America, released a statement about the now-former volunteer, saying, “This individual’s behavior is reprehensible and runs counter to everything for which the Boy Scouts of America stands. While the arrest appears to be unrelated to Scouting, this individual has been removed from Scouting and prohibited from any future participation in our programs. We will continue to cooperate fully with federal and local law enforcement as they investigate this matter..."

Laura Ahearn, the executive director for Megan's Law, applauded law enforcement, saying, "Child pornography is the currency of the sexual victimization of a child. It is never a victimless crime. ... Now more than ever they need the resources to help the most vulnerable."
