Long Island's first annual Animal Crimes Conference and Adoption event was held in Bethpage Monday.
Prosecutors and law enforcement talked about the challenges of prosecuting animal cruelty crimes.
They also showed three dogs who were abused. Buddy was forced to drink beer from a keg at a Hofstra University frat party. Chico was also abused and is in need of a forever home. Bella's owner was arrested in May for alleged animal cruelty. Ellie Knoller allegedly killed two other puppies and then beat Bella.
Bella had to have her leg amputated due to her injuries, but she has since been adopted and has a new home.
Knoller is due back in court on Sept 20. He faxes a maximum of two years if convicted.
Officials discussed strengthening the laws at the conference.
"There's a difference between companion animals and livestock. And the law however, was written a long time ago and all the animals are seen as the same. And we're making some headway in showing the difference between the two," said Libby Post, of the New York State Animal Protection Federation.
No charges were ever brought against Buddy's owner, although the fraternity was suspended by Hofstra.
