Devan Thomas allegedly opened fire inside a home in Flanders with a woman inside at around 7 p.m. on Wednesday.
Police say the victim called them, and then Thomas took off.
Authorities closed in on Thomas’ location in Riverhead. He surrendered around 5 p.m.
