Jake's 58 will not be transitioning into a full-service casino.
The managing director of Off Track Betting says the Islandia facility won't apply for a downstate gaming license.
The casino says the $1 billion it would cost to have live table games is too much.
Instead, Jake's 58 will continue operating video lottery machines.
The state is expected to choose three areas that will be able to build a Las Vegas style casino.
Las Vegas Sands announced its intention to apply for a license and build a casino in Uniondale near the Nassau Coliseum.
