Gov. Andrew Cuomo is preparing to deliver his State of the State address Wednesday afternoon.

The governor has been announcing the major parts of his plan for New York since last week.

It includes a third track on the Long Island Rail Road and examining the feasibility of a tunnel from Long Island to either Connecticut, Westchester or the Bronx.

Many expect Gov. Cuomo to address the so-called culture of corruption in New York's governing bodies. Former Assembly speaker Sheldon Silver and former Senate majority leader Dean Skelos are both awaiting sentencing after recent convictions on political corruption charges.

Both have applied for their pensions.

Republicans in the state Assembly want campaign donations forfeited for elected officials convicted of a crime. They are also proposing not allowing the use of campaign funds for a defense attorney if politicians are arrested on corruption charges.

"When people donate money for a campaign, for your election or re-election, that's what it's for. It's not to keep yourself out of jail or pay for bail," says Assemblyman Mike Montesano (R - Hicksville).

Other proposals include term limits and eliminating outside income for legislators.

The governor says he will speak about some ethics proposals during his address.

The address will begin at 12:30 p.m. Wednesday at the Empire State Plaza Convention Center in Albany.
