For a third straight year, County Executive Steve Levy says he's proposing a budget that'll mean a drop in taxes for the average Suffolk homeowner. Levy unveiled his 2007 operating budget proposal Thursday. He says there's enough money to cut property taxes by 2 percent. He also wants to send a $25-prepaid gas card to every Suffolk driver. Skeptics say they aren't surprised there's so much money left over. They say Suffolk residents pay taxes for 1,400 jobs that the county refuses to fill. If approved as is, the budget will mean about a $20 to $30 drop in county taxes for residents in western Suffolk. There will be a smaller drop for residents in the five East End towns who don't pay county police taxes.
