Angry Superstorm Sandy victims gathered at South Shore High School Wednesday night to go head-to-head with representatives of NY Rising.

The purpose of the forum was to discuss Action Plan Amendment No. 8 and the $4.4 billion it brings to New York State.

"It's the big picture of how the money will be budgeted, in terms of housing or infrastructure, and in our case, we have something called the Community Reconstruction Program," said Barbara Brancaccio, of NY Rising.

That's the process where residents identify assets and challenges in the event of another storm.

Homeowners who spoke to News 12 said there's no moving forward until they get what they need to recover from previous storms.

Terry Reichel, of Island Park, says the rules to get assistance keep changing.

"We have gone back and forth. We have filled out every piece of paper, answered every question, given every Social Security number and we are still nowhere," said Reichel.

Long Island residents will have another opportunity to comment on how the $4.4 billion will be spent Thursday night in Smithtown at the Suffolk Legislative Building.
