A Cornwall-on-Hudson man is facing charges of child sex abuse after state police say two underage boys reported having “inappropriate interactions” with him at his home and an investigation that uncovered several other victims spanning two decades.
James Valentine, 57, was arrested by state police on Tuesday following the allegations made by the 15-year-old boys in June and a joint investigation with the FBI and several other local agencies in Orange and Rockland counties.
Authorities say their probe led them to discover additional child victims in the Town of Clarkstown, in Rockland County, and crimes that occurred from 2009 - 2015. Valentine was charged for those offenses with attempted criminal sexual act and course sexual conduct against a child, both felonies, for separate incidents involving children as young as eight years old.
State police say he was initially charged June 5 with two counts of endangering the welfare of a child for the incidents at his Cornwall-on-Hudson home in Orange County and that their investigation discovered Valentine had inappropriately touched “numerous juvenile male victims over the course of 20 years.”
According to Town of Clarkstown court records obtained by News 12, Valentine is alleged to have removed a 9-year-old boy’s clothing in an attempt to sexually assault him and is accused of fondling a male child beneath their clothing multiple times, spanning the course of years, when the victim was between eight and 12 years old.
Valentine previously lived in Valley Cottage before moving to Cornwall in 2015, according to online records.
Authorities say in each case, Valentine knew the victims and their families.
Village of Cornwall Mayor Jim Kane addressed the disturbing allegations on Thursday in a statement to News 12.
“The severity of the charges and the alleged facts supporting the investigation are extremely disturbing as the safety of our residents, and in particular, our children. As a former prosecutor, I understand at this point these are allegations, and I am well aware that it will take time for justice to play out. To that end, I am confident that law enforcement and the Rockland County District Attorney’s Office will use their best efforts to secure the appropriate result,” said Kane.
Valentine was arraigned in Clarkstown Town Court and remanded to Rockland County Jail on $25,000 cash bail. As of Thursday, he remains incarcerated.
Many of his neighbors said they often saw Valentine and spoke with him and expressed shock.
“It just goes to show you it can be any guy across the street. They can seem normal. You don’t know,” said one Cornwall-on-Hudson resident who lives down the block from Valentine and asked not to be named.
State police believe there may be several unidentified victims in New York and in the states of Tennessee and California. They ask parents to speak with their children and that any additional witnesses or victims contact them at 845-344-5300, referencing case number NY2500504980.
Valentine is due back in Clarkstown Town Court July 7.
News 12 was unable to get a hold of Valentine's attorney for comment.
