Critics are blasting Gov. Andrew Cuomo?s plan to give grant money to school districts that boost performance. According to the plan, greatly improved standardized tests will equal more state aid for New York's public schools. However, critics argue that poorer districts won't be able to compete because they already can't afford quality teachers and, in some cases, books. Education activists say the $250 million that Cuomo wants to give out in grants should go back into the general schools fund so districts can use the money to restore cuts that have been made in previous years. The governor has said his plan provides incentive for schools to boost student performance.
