They say 17-year-old Toby was trapped by Thomas Scaccia and left by the West Islip Marina.

The Suffolk County Society for the Prevention of Cruelty to Animals says 17-year-old Toby was trapped by Thomas Scaccia and left by the water.
Toby was found by a good Samaritan.
Scaccia is charged with animal abandonment.
