The Suffolk County Legislature has passed a spending plan for 2014.

A bipartisan majority approved an amendment allowing access to a special reserve fund after lawmakers threw out County Executive Steve Bellone's original plan to balance the budget.

Bellone wanted to restructure $33 million in county debt - a move that would have required state approval.

The newly passed plan will now head to Bellone's desk for final approval.
