Parents and students rallied in front of Hempstead School District offices Wednesday following complaints about how the January English Regents exam was administered.

The group claims the test was administered without following proper New York state guidelines for students who have English as a second language.

Jason Starr, of the NY Civil Liberties Union, says the students took the exam in an extremely noisy atmosphere. He says they were not read the exam aloud as required by state law.

So far, 11 students have written letters complaining to the high school principal and the Hempstead School superintendent about the conditions during the test. The NY Civil Liberties Union is also sending a letter to the state Board Of Education requesting an investigation. 

Hempstead School District officials have not returned a request to comment on this story.
