New York schools will be permitted to reopen in regions that are in phase four if the daily infection rate remains below 5 percent over an average of 14 days.
On Wednesday, Vice President Mike Pence and Education Secretary Betsy DeVos visited a private school in North Carolina to advocate for schools to reopen this fall.
Gov. Cuomo says schools will close if the regional infection rate rises above 9 percent using a seven day average after Aug.1.
