States must also specify where they want vaccines from the Rockland-based company to be shipped.
Most places across the country seem to be heeding guidelines adopted this week by the Center for Disease and Control to put health care workers and nursing home patients first to get the vaccine.
Gov. Andrew Cuomo says Dec. 15 is the date that New York will receive its initial delivery of COVID-19 vaccine doses.
It will be enough to vaccinate 170,000 New York residents.
