A state comptroller's report finds the medical facility didn't follow state or federal rules in awarding contracts to the lowest bidder.
The report shows what it calls a pattern of not complying with contracting and hiring rules, costing taxpayers nearly $1 million.
The hospital says it is now working with the comptroller's office.
