Prosecutors say a Glen Cove man is facing charges for allowing his dog to starve.
They say Scrappy, a pit bull, was only 36 pounds when she was surrendered to authorities in March.
The dog's owner, Gadal Letellier, turned Scrappy over to animal rescuers.
Prosecutors say he said that he did not have food or money to support the dog.
