Police say two members of the Bloods are responsible for the Christmas night slaying of a Hempstead father. 
One suspect, Shameq Sullins, was arraigned on second-degree murder charges Wednesday. Police say he acted as a spotter during the shooting that killed Rafael Cepeda, 35. He was held without bail. 
Police say the shooter is still on the loose. He has been identified as 17-year-old Antoine Foster, also of Hempstead. Police say both Sullins and Foster are students at BOCES. 
Police say two teenagers decided to shoot at rival gang members who were driving by in a car at the same exact moment that Cepeda was crossing Terrace Avenue. Police say Foster pulled the trigger and Sullins was the "lookout."
At the time, police say Cepeda was walking to the train station to pick up his 11-year-old daughter and planned to celebrate Christmas together. Authorities say he was at the wrong place at the wrong time. 
Cepeda's friends say he was a single dad who worked two jobs in order to support her. A GoFundMe page has been set up for Cepeda's burial and for his daughter, who will now be raised by her aunt.
