The NYPD officer accused of using a banned chokehold in Queens has been arrested and charged.
Officials say 39-year-old Officer David Afanador turned himself in and was charged with attempted strangulation.
The chokehold incident happened Sunday in Queens during an arrest and was caught on camera.
Body cam video of the incident shows a group of police officers involved in a struggle with a man named Ricky Bellevue. 
Afanador was suspended without pay from the department after the incident.
