Residents of Norwich and Bozrah spent the afternoon under a mandatory evacuation order on Wednesday because of partial damage sustained to the Fitchville Pond Dam.
Residents sheltered in a nearby middle school for hours due to a high risk of flooding.
State officials said the dam was affected by Tuesday's storm and suffered a leak, causing the Yantic River to overflood.
Dam Safety Program officials said the dam is classified as a high-hazard dam and needs to be inspected every two years.
Officials from the Connecticut Department of Energy and Environmental Protection said they will continue to monitor the dam and take temporary actions to make it safer for the next storm.
