The MTA has requested a Second Presidential Emergency Board in an effort to prevent a LIRR strike.
The step is aimed at helping the agency reach an agreement with its unions. The unions have been gridlocked over various topics, including raises for workers.
The filing delays the start of any strike until July 19 at the earliest.
