Leader of New York MTA resigns, vice chairman takes over

<p>Joe Lhota has resigned as chairman of New York's Metropolitan Transportation Authority and Vice Chairman Fernando Ferrer has been named the acting chairman, Gov. Andrew Cuomo announced Friday.</p>
