A judge has ruled the current map unconstitutional, because it dilutes the votes of Black and Hispanic residents in Staten Island and Brooklyn.
The ruling is a big win for Democrats if it holds up.
The 11th district is the only Republican-held seat in New York City.
Republicans are expected to appeal -- with both parties fighting for control of the house.
The judge ordered the new maps to be drawn by Feb. 6.
