Both the House and Senate voted to extend the $8 billion Zadroga Act as part of a larger spending bill.
The measure provides health coverage and compensation to first responders who became sick from toxic dust at Ground Zero.
Congress let the program lapse in September.
The Zadroga Act will be funded through 2090, effectively covering every 9/11 first responder for life.
Gov. Andrew Cuomo praised the move saying, "The permanent reauthorization of the Zadroga Act is a long and overdue victory for the more than 56,000 9/11 first responders and survivors in New York State today."
The president has said he will approve the measure.
First responders, their families and lawmakers are expected to hold a rally Saturday at Ground Zero to commemorate the Zadroga Act extension.
