The agency is now requiring facilities to inform women about the density of their breasts when they get a mammogram.
Experts say the scan is limited in being able to demonstrate early findings in dense breast tissue.
Knowing this, women can look to other studies like a 3D mammogram.
Half of women over the age of 40 in the U.S. have dense breast tissue.
