DEC considers plan to kill or capture mute swans
New York state is considering a controversial plan to kill or capture mute swans.
The Department of Environmental Conservation wishes to carry out its plan because it says the swans are aggressive toward people and invasive.
The department also say the swans destroy local water-based plant life, displace other birds and harm overall water quality.
The DEC says the public can comment on the proposal through Feb. 21.
