DA: Valley Stream man neglected dog to point of emaciation

A Village of Valley Stream employee has been arrested for allegedly neglecting his dog to the point of emaciation.
James Rosenbaum, 30, of Valley Stream, is facing an overdriving, torturing and injuring animals charge, as well as a failure to provide sustenance charge after his 1-year-old terrier mix, renamed Cedar, was found 20 pounds underweight.
His bail was set at $750, or $500 cash during his arraignment Monday. He’s due back in court on Sept. 26.
According to District Attorney Madeline Singas, a woman found Cedar unaccompanied in the middle of Cedar Street in Valley Stream on Aug. 12. The woman captured the dirty and emaciated dog and brought it to the Town of Hempstead Animal Shelter.
The dog was 23 pounds, approximately 20 pounds underweight. Cedar also suffered from bald patches, overgrown nails and leg deformities.
Rosenbaum was arrested at his home Monday. He works in the maintenance department in the Village of Valley Stream.
The dog has since been adopted by a family.
