? Gov. Andrew Cuomo is set to deliver his 2012 budget address tomorrow.
The $130 billion spending plan includes a 4 percent increase in funding for public schools and health care. Cuomo also wants the state to pay $250 million to the MTA for agreeing to reduce the transit payroll tax.
