Welcome back to Ask the Borough President here on Newspell Brooklyn with Brooklyn BP Antonio Rayno. So a reminder that 718-861-6800 is the number to dial. If you have a question for the BP, we're gonna get to those in just a second, but first I do want to ask because it's something we have talked about often here on the show, and that is subway safety. And since we last had you here with us, we saw some new. Efforts being taken in order to make riders feel safe because I think that's become the conversation, the perception of safety on the subways more officers on trains overnight alongside some safety features that the governor announced would be rolled out to more stations throughout the years. First, what are your thoughts on the added police presence specifically on those overnight trains? Are they making people feel safer? They should make people feel safer, uh, but it's another it's uh an admission of uh an inability to solve for a problem if you see a cop or a police officer somewhere, the state and the city have thrown their hands up that they can't solve for a problem. Because the real issue that we're having is seeing the homelessness, seeing the mental health issues, and because we don't have a, a good homelessness services operation, we don't have enough support systems for them our mental health is, uh, we've defunded and done a lot of work to have less mental health services through the years and what we're seeing is that people are now in a. In a cold time in the subway stations with more mental health we're obviously homeless and we've at this point said we can't deal with that problem so let's just add more cops so they could shoo them away so they can go to another subway station in 5 minutes and just keep that a game going on and I just think that it's a, it's an unfortunate thing and a representation uh and a a failure of leadership. I do want to expand on the mental health component of that conversation in just a bit, but first, I want to get to our first caller of the evening. You ready? We've got Lee who's dialed in from Brighton Beach. Lee, thanks so much for your call and what's your question for the borough president tonight? Hi, good evening. My question is that when on alternate side of the street parking days when people sit in their cars and they don't move so that the sweepers can't clean the street, what are our options? So our options should be that they should still get a ticket, uh, so when an enforcement agent is going up to a car, even if you are in the car or someone's in the car, there's two opportunities for tickets there one, if the car is on, they can get an idling ticket for being in the car and on while it's not moving, and the second one for not moving the car on an alternate side of the street parking. Right now agents don't need to go to the front of the car. They can go to the back and just with a license plate be able to give a ticket to someone and that's what they should be doing. If it's not happening, we wanna make sure that we can call call the precinct and make sure that they're enforcing those rules. Being inside your car does not mean that you can, that you won't get a ticket, um, and we see people play, you know, it's a lot of New York games I wanna call them because it's the New York hustle, uh, for example, people just double park and then come right back in. Uh, we know all the games that people play. They circle the block one time, uh, after they see the sweeper come in, and those are things that we don't want to happen, um, and it's, uh, uh, again, uh, it's we have a responsibility. It's a privilege to have a vehicle in the state of New York. Our streets need to be cleaned, and we need to make sure that we make space for the sweeper, um, so Lee, I'm sorry you're going through that. We know exactly Brighton Beach we'll be calling that precinct and making sure that their enforcement officers are giving out tickets to people even inside their cars. That'll move them and then it'll clean your streets and you'll be happy. Yeah, it's like we were talking about alternate side parking is like a New York rite of passage I guess and having to deal with it appropriately you mentioned um agents being able to step out of the car and issue those violations. I believe that DSNY is also experimenting or looking into getting the cameras that are on the street sweepers so that they're able to automatically issue those violations when they're spotted. We tried for that it was uh attempt an introduction of. Legislation to do that but it did not come through uh from what I understand that that's not the case if it isn't, I'll I'll let you know but from right now what we're hearing is that that's not the case. The bus now, a bus if you're in a bus lane, you can get a ticket from a bus, but from a street sweeper, not yet, uh, but I would save a lot of, a lot of headaches, uh, to just have the street sweeper we'll we'll make more money in one day in, in, in giving out tickets for people not moving their cars or out to the side of the street parking than than a whole week. Since we're on this line of. We also reported last month on some conversations nothing set in stone yet, but conversations that were happening within the sanitation department to perhaps deploy drones in order to manage the trash problem. I know the NYPD has turned to that to try to really pinpoint areas of high crime. What are your thoughts on that approach? I'm not a big fan of drones. You know, drones cause a lot of controversy and scare a ton of people, especially when the state owns the drones. We. Worry, but in this case, the Department of Sanitation uses the drones specifically for illegal dumping, so they have them in sites where people like to take trash out of their car and throw it on a property that's uh not been developed or it's a garden of some sort, uh, to escape the cost of it, uh, and I actually support that, uh, drones to catch people illegally dumping are OK, but be careful with anything else at the state level. I do want to take a somber turn if we can for a moment and address some of the violence. That we've seen here in the borough as of late last year last year, last week we saw a 15 year old boy on his way home from school, shot in the head in his own building lobby and sadly passing away, another teenager involved in that shooting and then just hours later, a mile away, another young man loses his life in a separate shooting. Sadly, we're often having this conversation and about the aftermath, what do we do to better respond? I know the God squad, the sixty-seventh precinct clergy council was out. With the victim's family in the aftermath, asking for more community centers, more resources, it's city and state budget season. These conversations are happening now. What would you like to see be prioritized on that front? Yeah, so I, I think this is where we need to have a frank conversation with the general public right now we can't have community centers. We can have after school programming. We can't have schools that open their doors after school so 9 o'clock we could have these kids busy um and have things to do. We could also put them in an environment where it's not just busy they're learning they have mentors they have adults that are are helping them through this, but we don't have it but what we do have is an extra hundreds of cops on the subway. A lot of people think that uh any criticism of cops is a is an anti-cop narrative, but it isn't. What we're saying is that maybe instead of having them on the subway we get resources for these young people. We'll continue this conversation in just a few minutes. Stay with us. Welcome back to Ask the borough president here on Newspell Brooklyn. Before the break we were addressing some of the recent violence that we've seen involving our young people here specifically in the borough, and I just wanted to give you a moment to finish up those thoughts. Yeah, it's just uh really putting in perspective what priorities means, um, and if we want the shootings to stop these young people do need support they need resources and we don't have those resources they live in undignified housing they're walking in. Neighborhoods with terrible parks systems they might not have functional libraries. There's so many things that are missing and then we have a school that shuts down at 3 and these kids are on their own from there on we can pay for that if we had people that were invested in it and that's not what happens. We invest in other things and then we end up having, oh what are you doing about gun violence? Well, I would love to do a lot more but we're spending all our money, um, flooding our streets with cops. Um, and, and they do help, uh, react to crime, but in this case, for example, they didn't stop it, yeah. Perhaps a motivation for lawmakers who are now headed to City Hall or up to Albany to really have those discussions throughout the budget nego. It won't happen. They're gonna have the same conversations they always have, which is just more cops and again I think that when you add cops all you're saying is you've you've given up you've given up on a real solution. If uh if you can't solve for the problem you throw cops at it and I just think that's a an easy way to make people feel better without solving the problem and we gotta do better than that. To kind of spin the question on the other side here you were in attendance at both the state of the city and the state of the state where the mayor and governor respectively lay out their plans and what they really hope to achieve anything that really spoke to you in those addresses and that you really hope crosses the finish line this year. Yeah, I think that they were both talking about livability and Mayor Adams was talking about raising a family. Uh, we had folks talking about. Uh, tax cuts for the middle class, but it was all about livability and affordability, which were things we were talking about in 2013, and I, I would like to look back on, you know, child care is a huge issue, and we don't see the mayor doing much about child care. Affordability is an issue and we, we just see the city of yesterday did pass and it is uh uh something that happened that I don't think is as impactful as people think it is, but, um, we could be doing more across the board and now livability is. Coming cool again and we have people that I think are moderates trying to get into the conversation that progressives were having when we were giving free 3K, free pre-K, um, MIH or, um, uh, mandatory inclusionary housing, fair fares where we were reducing the fare of trains for people that were poor. We were already doing the the livability conversation when we were here in 2013. You touched on child care, and I wanna touch on that when we come back. Stay with us. Ask the borough president. Welcome back to Ask the borough president here on Newspell Brooklyn with Brooklyn BP Antonio Reynoso already covering a lot of ground tonight and if you have a question for the BP at home, the number to dial is 718-861-6800. We're gonna get to those calls in just a moment, but we were talking about childcare before we went to break, and I know that recently some childcare centers here in the borough have made headlines because the city has decided not to renew the lease of 4 childcare centers in Brooklyn. Specifically this is personal for you. You went to one of the centers that is among those impacted here, yes, yes, so the, the mayor is like grossly informed here. What we have is, uh, Nstos Ninos, which you're seeing right now is where I went to school when I was a 2 year old and a 3 year old, um, and it made a huge impact on my life, a very positive one, and what's happening is that the mayor is under the impression there were only 4 students in Loos Ninos when we know there were 96 students after communicating that to the mayor. Uh, he said that he would look at it again and instead of saying that, you know, our numbers are correct, we're gonna move back, he ended up, uh, recommitting to the closure of the sensor and and really threw me back because it's a good sensor, high quality service. The rent wasn't doubled. It was a 10% increase was a request that was made. Um, the, the mayor could have fought that or negotiated it, um, and there's no commun, there's no sensors in and around that area, but this thing has been in the community. The, the censor has been in the community for 51 years, and it was actually brought for for new immigrants coming into the country like my mother and my father to be able to have a place where I can grow and learn, um, learn how to speak English and do things like that and. I'm so sad that at this point this mayor has abandoned a center like this without any real logical reason for the shutdown, um, and at this point it's uh it's painful and disappointing. Especially a center with such a history in that area and then you speak to the fact that this has really helped immigrants who are new here to the city kind of assimilate to the city and at a time like now it seems. Like that's needed more than ever also the the mayor says he's committed to, you know, making New York City work for families. This is a perfect example of what families need is more child care and it's not happening. The mayor says one thing and does something completely different. It's why these mixed messages and this lack of leadership is putting us in a place where we're at odds, but we're having a rally on Thursday. Uh, at 3 p.m. at City Hall staff, so please join us as we continue to fight for these centers to actually make New York City affordable. Yeah. An issue that you've been at the forefront of and will continue to be, I know that at a previous rally that you attended along with other local lawmakers, you mentioned that you could ask the state to bail you out but you shouldn't have to. This is a city issue. Is there a point at which you go to the state and you think they might be able to turn the. Yeah, we can have a conversation with the state, but these are long term contracts. They're 10 year contracts, uh, the state might not be able to cover the bill for that amount of time, but ultimately the education of our children in these seats, some of them are from the Department of Education, is a city responsibility and we wouldn't know, we gotta be very careful when we ask the state to come in. Of course we're gonna advocate at this point we're not too proud to beg. I'll ask the city, the state. I'll ask. Federal government to try to help us if they can really assist us but again this mayor says he wants to make it easier for families to live in the city. Affordable child care is at the forefront of that and here in 4 sites in Brooklyn, he's shutting down centers that have provided education and care at an affordable rate for families that look like him and it's an unfortunate thing and you say just in that one facility more than 90 children. Currently enrolled, so when you think about broader scope of that across 4 how many families are now left scrambling, it's a, it's a, it's a sad day in New York. Should they close, uh, the mayor, you know, he'll be on the, he'll be on the hook for that. Yeah, something we'll continue to follow here on News 12 Brooklyn. I do want to get to our callers on the line this evening and we do have Carlos who's called in from East New York. Carlos, thanks so much for your call and what's your question for the BP tonight? Hi Carlos, can you hear us? And if so, go ahead and ask your question when you're ready. I we might be dealing with some technical difficulties. Oh, hi Carlos, we'll try one more time. Do you have your questions ready? Yes. Go for it. Hi, good evening. Good evening, good evening. My Yes, good evening. Uh, my question is the powerhoshos, what can we do about powers? Yeah. Especially this time of year where they really seem to creep up and just get bigger, yeah, so right now the city's salting the roads. uh, it's uh the winter season is usually when most potholes creep up the expansion and and condensing, I guess that is what I I would call it, uh, of the potholes really start taxing them and putting them in a position of disrepair, um, and usually right after winter, uh. The city of New York gets to really filling these potholes and getting them getting them taken care of. There should be less potholes in the city of New York. The mayor's office in the city of New York over the last 10 years has really made this a priority, so people should be seeing a lot less of them. If you see a pothole, call 311. It actually works. You call 311 and we should be able to handle it. Um, this is in East New York, so more than happy to have that conversation. So long as it's not under the JMZ line because that's actually all cement there so that's not just regular potholes we would need to do a a huge reconstruction project there but if you have a pothole please let us know but the city of New York should be on top of it and I think it's on a mayor's management report is one of the few signs of success that we've seen is that. Mayor's fitting in potholes. I was going to say to piggyback off of what you're saying, the DOT commissioner, I believe, announced last week that if you call 311 with a pothole request, they should be there to fill it within 2 days. So hopefully, Carlos, if you haven't dialed 311 yet, that might be something to try, and if not, we'll try to get things fixed offline. Talking about quality of life issues, potholes, living conditions. Since you've last been here we've seen the worst landlords list for 2024 be released, and Brooklyn well represented on that list, not necessarily a good thing. I believe more buildings in Brooklyn than any other borough were on that list and then the number one. Landlord, according to the public advocate, owns a building here in Brooklyn. When we think about housing conditions and people who are living in buildings with dozens, if not hundreds of open violations, how can we as a city better hold negligent landlords accountable? Yeah, so this is an example of again the city not having the resources to do this work. If the city were to come in and have enough DOB and HPD inspectors, they would be able to go to these buildings and see the conditions and start asking for repairs should they not do the repairs, they would start receiving uh fines, uh, and that's not happening. So because we don't have the resources to have enough inspectors to go out to these buildings, the only thing we can do as elected officials out. Side of the mayor is shame these landlords into doing the right thing and the list since it was first invented has done just that we've seen landlords really fight to not get on this list or talk to the public advocate and talk to HPD and DOB and say what do I need to do to get off the list? It is valuable. The list also makes it so that lenders look at you twice and they're saying, hey, I don't know if we wanna lend you money. If you're on this worst landlords list, so there are actual repercussions to this. So this is the public advocate using a seat to be able to do real work when it comes to holding landlords accountable, um, as opposed to the mayor's office who doesn't have the resources to have enough inspectors to go out and check if your apartments are up to snuff. Yeah, when you come back to resources, I know that after a major building collapse we saw in the Bronx, I believe in late 2023, they were trying to add. More inspectors to HPD's portfolio to get them out there and do more preventative work across the board um but since it seems like it's a question of whether or not those resources are truly there, is there any efforts legislatively that have been floated in the past that you would support in order to better hold these landlords accountable and just provide more secure and better living conditions for Brooklynites and New Yorkers across the board. Yeah, look, I think at at some point it becomes a criminal to, to do the work that we've seen by some of these landlords, and it's not the case. It's the one place where you can have someone living in an undignified conditions, no heat, uh, for an 80 year old woman, uh, you know, uh, mold in in some locations. dangerous conditions and that it's perfectly fine uh and you barely get a fine and if you get a fine it's always uh a fine that can be repaired should you thereafter fix the problem then you the fine goes away which makes it so that hey, why not just wait for the fine to come and if it never comes I never need to do the repairs. If it eventually comes, I just do the work and I won't have to pay it so I would just say criminal criminally holding these landlords accountable if you can't manage a building and it isn't that much of disrepair that you would fall into a worse landlord's list, then maybe you shouldn't own buildings, and that is the responsibility like we wouldn't let anyone else have that that type of cer would allow for that type of circumstance anywhere else but. New York City because a lot of these real estate folks um are king uh we end up seeing these type of conditions. Something for lawmakers to consider as they have those conversations we were talking about earlier. I do want to pivot to some hate speech and vandalism that we saw here in the borough last weekend an Israeli restaurant, Miriam in Park Slope targeted with red paint and hate speech splattered across their storefront. We've just closed out a year where the city saw more anti-Semitism than ever before, and to see that happening just a month into the new year, especially when we're really working towards peace in the Middle East, it seems like now with the ceasefire deal on the table and agreed to by both parties, what does it make you feel seeing that happen here in the borough? It's, it's, it's so sad. It is so sad because this is an Israeli, a Jewish owned store and. If there's any act like a clear anti-Semitism, it's this one. This person has no relation to to what's happening over there. They've owned the business here for for years, uh, and is a, a Brooklynite in a business, and that they would vandalize this site is an example of people that just don't understand that understand what's happening but are full of hate. And we need more love. We need to get to a place where we can start talking to each other and we're not doing that, so I feel sorry for Miriam, uh, and sorry for the people that did it. Thanks so much for staying with us here on Ask the Borough President on News2 Brooklyn with Brooklyn BP Antonio Reynoso to time to take some more callers this evening and let's get to Dennis who was dialed in from Marine Park. Dennis, thanks for the call and what's your question tonight? Well, in light of the recent tragedy in Philadelphia, why do we allow so many helicopters to fly over the congested areas of Brooklyn instead of just going a couple of miles and flying over the ocean and going around? It seems like, especially since the Kobe Bryant. It's just an accident waiting to happen. Why don't we do something, especially in the wake of the really moving and disturbing images we've seen out of Philly and Washington DC last week. So in this one, I don't think any helicopters should be flying over Brooklyn at all unless they're emergency helicopters. What we're doing is we're allowing for these uh these commercial flights to carry 2 to 4 people that are extremely rich and allowing them to fly very low and disturb our peace here in the city we're talking about people that in the botanic Gardens and you can't talk to your, you have to wait for the the helicopter to fly by so that people can get to their. Beach Long Island home faster and I just think it's a it's an insult to Brooklynites that we are allowed to suffer through that noise pollution so that a couple of people can get to the Hamptons a lot quicker so outside of safety I just think it's an inconvenience that shouldn't happen. But on safety front, um, we do need more information. Things are happening and I like to take pause sometimes it is a coincidence, um, and they just happen at the same time and other times they, they won't happen for for a long time so I don't know enough to really speak to the dangers of that, um, until we get more information and a ban on helicopters over Brooklyn. What would the path be to making something like that a reality? We can do that tomorrow. The, the city of New York and EDC controls uh helicopter pads. If we shut them down there will be no helicopters and they can choose to do that but they want to make money and the city will choose making money on those. Helicopter pads and the leasing of those pads then the comfort of their residents here in the city of New York because that's what they do at least now we know there is a path forward should someone choose to we can do it. We've been fighting for that for quite some time. All right, let's get to Patricia who has dialed in from East Flatbush tonight. Patricia, thanks for the call and what is your question? Hi, um, I wanted to know, what can you do for us? I'm living in Rutland Plaza, and there's been a lot of shooting, there's been a shooting, killing. And besides that, the building itself, the condition of the building, I also wrote, sent you an email just to let you know what was going on in the in our building. So I want to know what can you do to help us because we are actually afraid sometimes to walk in the building because we don't, it's still, we feel we are right now, we feel so unsafe. So we want to know what can you do to help us. We are asking anyone to come in to help us because we're in need of this help. There's so much bad conditions in the building, just, we just need someone to help us. Patricia with a cry for help that we hear sadly all too often here and I believe where she lives is where that 15 year old lost his life last week. It it's, it's a, it's a difficult one it's a very difficult one we we've not been able to really get a handle on. On the gun violence that happens, we have, we the the mayors talked about the most guns removed from the city of New York in its history, uh, but we still have the gun violence and it, it's a reflection that we don't deal with the root cause. um, at some point those shows of, uh, you know, 500 guns on a table, um, someone, uh, like the, the, the woman that. It's called it is over it because she's seeing it every day in her home and and what I'm saying is that we need to deal with root causes. These young people are being born in the most undignified housing conditions that you would imagine these people don't wanna be home, yeah, you know, little Johnny is not here wanting to see Saturday morning cartoons when uh there's vermin walking around their house. And there's a mold in their home when there's no heat in their home when uh you know the elevators uh reek of of urine uh these are conditions that we've come to allow in nature developments and that no one wants to be there and when you are in an environment that is undignified you and you you're you're treated like a certain way you start, you feel that. Way now they feel like their life is not as not the worth is not the same um that they're not valued the same and they build complexes and put themselves in a position where now they're in school thinking about their conditions at home uh they're not learning uh they're and and and and what they end up doing is falling through the cracks because we failed them at the beginning which is better housing conditions. I can go to Rutland Plaza and I can, I can be there. And policing won't solve for that problem that what we need is a full commitment from the state and the city for a complete renovation of all those apartments and it needs to happen without having to sell it without having to to privatize it. It needs to happen in a real way. So is there a program that exists? There's a housing trust now that really can help us. That's the beginning when you build beautiful spaces for people, you show them you care, and when you care they care and these and these folks grow up in different situations. I grew up in HUD-based Section 8 housing, so I grew up in these in in in an environment that could've fallen into these conditions. I actually had a very great landlord that took care of the building. I didn't know I was poor until I went to high school and because everybody lived in the same conditions I lived in. And I just think that if we showed people that where they live the matters that they would take care of it that they would be more more involved and I just want to really get to the police is not the answer to all these questions they matter but they are not the answer. The answer is dealing with the root cause, the root problem, and these young people are suffering and so we don't remove that suffering and and convert. to love we're gonna keep seeing these type of issues. I think it's probably music to Patricia's ears to hear a politicians say this is what can be done and that root cause could lead to changes on another front. You talked about the trust being an option a lot of complexes are doing these votes to really decide how to fund future renovations. Are you hopeful that that really is the start of a new chapter for a lot of these developments? I do and I've seen it already in Hope Gardens we've seen it in Wintersburg houses we're seeing the people who care for their property. We're seeing people that kick down glass doors and another person will walk in and say, hey, you don't do that anymore. We don't do that. We take care of our site so it works. Welcome back to Ask the Borough president with Brooklyn BP Antonio Reynoso, always great to have such a varied conversation with you during this time, and I do want to touch on an article that you put out talking about the Interborough Express. This is a proposal for a train line that would run from Brooklyn to Queens and would provide direct access between the two boroughs. You want the MTA's capital plan to be fully funded to help make this a reality. Likely do you think that is to happen? How hard are you gonna fight for it between now and then? I think it's very likely to happen. It's something that is so important and so valuable. It'll take you from Bay Ridge all the way to Queens and it's, it's an amazing path in areas that are transit deserts and I always talk about vehicles and wanting people to move to public transportation, but in some of these areas there's no way to do it. They'll take two buses to get to one train line in this case, the IBX will make it so that we have 9. 100,000 residents in and around that area and 260,000 workers that all can benefit from this train but the plan has been vetoed by the Senate and the Assembly at the state level, and I'm hoping that they can get back to work to make this happen. Um, it's not only this plan the entire capital budget plan was shut down of which this encompasses this so I'm hoping that we can get it done. I feel great. I have positive energy about this one. It's too good not to happen. Yeah, what kind of transformative. Change do you think that could bring to the borough if and when becomes reality? We're talking about economic development opportunities, housing growth opportunities, uh, really reviving a lot of not reviving, but bringing energy that didn't exist there in this community and again it's just transit options. We're the greatest city in the world. This is one where we're not digging holes. It's all all the tracks are already there. A lot of it is cosmetic work in some stations, so this is something that is a low cost and a great addition to. Our city, so I, I love this plan. It's one of my top priorities and I'm hoping we can get it done and uh the borough president of Queens, Donovan Richards is excited about it as well. Something will follow as it makes its way through the legislature. I do want to just use this moment to remind people of an event that you're gonna be at. We're talking about these child care centers and the work you're doing to keep them open. Absolutely. So we want to, to keep these centers open if we wanna actually give people options, we need to show up to these rallies. uh, they matter and I'm hoping that this Thursday. At 3 p.m. in the steps of City Hall, you can join us to rally to save our child care centers and we're gonna send a clear message to the administration that affordability livability is important our children are important, and the censorship stay open.
