2 arrested in 'historic' Nassau Medicaid fraud bust

Two home health care workers stole more than $300,000 of taxpayers' money from the Medicaid system, Nassau County District Attorney Kathleen Rice and New York State Attorney General Andrew Cuomo said at a news conference in Mineola Monday.
Charles Zizi, 46, of New York City, and Ricardo Francois, 37, of Westbury, were arrested as a result of an investigation run by the Medicaid fraud task force created by Cuomo and Rice in January. Charges include grand larceny, identity theft and money laundering.
"These two cases represent the largest Medicaid fraud bust in Nassau County history," Rice said.
Zizi was the director of operations, and Francois was the billing agent for Always There Homecare, which has offices in Carle Place and New York City.
"There was theft in the billing. There was an overstatement of the number of hours. There was an overstatement of the rate," Cuomo said. The pair also opened a credit card under the name of Always There Homecare and the company's original owner, spending money on international travel and jewelry, Cuomo said.
Zizi is being held on $150,000 bond or $75,000 cash bail, and Francois is being held on $100,000 bond or $50,000 cash bail.
