A 15-year-old's death is renewing calls for stricter penalties for drivers who get behind the wheel without a license.
Ka-Juan Polley, of Hempstead, was killed by an unlicensed driver while riding his bike last week. The driver was only issued a summons.
Dawn Nappi, of Holbrook, has been pushing for the adoption of "Angelica's Law" for years. Her daughter, Angelica, was killed in 2008 when a driver with a suspended license ran a red light and slammed into her car.
The driver, who had his license suspended seven times, served six months behind bars.
"Angelica's Law" was passed in the state Senate last year, but never made it out of the Assembly Transportation Committee.
