State legislators were back at work Wednesday afternoon getting their first look at the details of the proposed budget that Gov. Andrew Cuomo proposed Tuesday.

Some say the budget has a little something for everybody, including a property tax freeze for Long Island residents, a tax credit for residents who rent in New York City and manufacturing incentives for those upstate.

Critics say that the budget doesn't have proof of a $2 billion surplus that will pay for all of the measures proposed.

The governor says if the state continues to hold spending at less than 2 percent, which he has pledged to do, and the economy continues to improve, that $2 billion surplus will be very real.
