State lawmakers agreed Monday on a deal that will award homeowners with property tax refunds.

The $40 million bipartisan borrowing agreement also calls for a restoration of funding for youth groups and other social services.

Many of these organizations lost their funding due to budget cuts.

Local social leaders say they want legislators to sign a pledge keeping funding in place after the November election.
