The spending plan agreement reached by state lawmakers does not include funding for the so-called DREAM Act, which would have provided college tuition assistance to students whose parents are in the country illegally.
The state Senate shot down the act two weeks ago, but some immigrants' rights advocates had been hopeful that Gov. Andrew Cuomo would include funding for the program in the new budget.
Cuomo said today that both he and the state Assembly supported the program, but it didn't make it through the Senate.
Immigrant advocates say they're hopeful the program will get funding next year.
An estimated 8,000 college-age students in New York are the children of undocumented immigrants.
