Governor Eliot Spitzer (D-NY) announced his plan to increase school district accountability Monday, and it included some major consequences for failure.
Spitzer plans a substantial increase in state funding of local school districts, which he says will come with strings attached. In his "Contract for Excellence," any district that accepts money will have to clearly exhibit how it is spent and also prove the students are learning what is expected of them. Districts that fail to meet the governor's standards could be shut down or the administrators or school board members could be fired.
In his address, Spitzer also called for universal pre-Kindergarten. He will announce the specific amount of state funding in his budget proposal Wednesday.
