Residents at an East Flatbush apartment say unlivable conditions persist, even after new management has taken over.
News 12 visited 1423 Nostrand Ave. back in November, after tenants reached out to say the building had no water.
Cephas Bradley, a tenant, says since then they've had continued water and the building went under new management which they were hopeful would make a change.
Bradley says living conditions are getting worse, including a fly problem, little repairs being ignored and safety concerns with the front of the building.
"Many instances where people just come in and urinate in the hallway because the door does not lock." said Bradley.
Bradley says these issues go unheard because there's no direct point of contact to management or the owners.
The building wasn't even registered with NYC Housing Preservation and Development until a week ago, according to its records.
HPD's website shows the building has 52 open violations.
"When I reached out to the new owners of the building and told them about the conditions, they merely gave me a buyout offer of $2,500 and asked me just to leave quietly."
Bradley says he doesn't want to leave, he wants repairs to be made and to live safely.
News 12 reached out to the building owner's lawyer for some answers to these claims, but has not heard back yet.
