The Department of Buildings is citing neglect as the likely cause of a storefront wall collapse. The wall fell on a young boy, whose leg was severed in the incident.

Residents say the building, located at 2260 Grand Concourse, has seen many businesses open and close.

City officials say there was no reason to send inspectors to the site since there had been no recent construction or violations. The last violation on record is from 1988. Inspectors have determined the building to be stable and not at risk of further collapse.

Two others were injured in the incident, including a second young boy.

One of the victims has been released from Saint Barnabas Hospital. Reports say the two boys have been transferred to New York Presbyterian Hospital.
