Nassau police say there's no evidence that County Executive Ed Mangano shared sexually explicit text messages with Karin Caro, a marketing executive, or that either of their phones were hacked.
During a news briefing, Detective Sgt. Patrick Ryder said that investigators believe the messages were a hoax. 
"This is a document that could have been created by a kid, or somebody that has an agenda," Ryder said. "That could have been created by anybody, and it was never sent. It was never received. Both parties deny ever seeing it or creating it. Every search mechanism that we ran through can't find that it was sent."
He also said that there was no evidence that anyone sent spoofed messages to either party. 
Investigators looked through both Mangano's and Caro's cellphones, according to Ryder, and found nothing.
"When I went through the phone in full detail to see if there's anything with Karin Caro, if there's any tweets, texts -- if there's iMessages between the two? The answer is no. Nothing. Zero," Ryder said.
Ryder described Mangano and Caro as victims and announced that he brought the case to the FBI. The FBI reportedly told Nassau police it was not interested in taking part in the investigation.
Mangano and Caro have both insisted the messages were fabrications from the beginning.
"My family and I are the victims of a hoax perpetuated by a deranged individual," Mangano earlier told News 12 in a statement.
Investigators now agree.
"In my mind, it's obvious that someone created the document," Ryder said. "It's a hoax....From the evidence I have, it was fabricated."
