Officials say a trial for medical marijuana should be up and running within a year in New York. 

The trial will examine how effective marijuana is in patients' treatment, like the pain associated with cancer. 

The Cuomo administration has proposed a limited initiative to allow medial marijuana use by patients in 20 hospitals. 

Legislators question if the need for further study is necessary since patients are suffering now.
