The footage was made public as the man who pleaded guilty to carrying out the attack was sentenced to 12 years in prison.
Prosecutors say Arem Rodgers fired 11 rounds through an apartment building's glass door.
The victim was shot seven times in the legs, chest, shoulders and spine.
He survived but suffered major injuries.
