Mayor Reginald Spinello says meetings have become unruly due to sharp exchanges between the public and officials.
He says placing a three-minute time limit on comments will help meetings run more smoothly.
A number of municipalities on Long Island already have time limits.
Opponents say the move is a violation of free speech.
