An East Patchogue man is accused of mistreating and starving his little dog.
The Suffolk S-P-C-A says when "Chico" was brought to a veterinarian, he was severely matted, had a fever, and was covered in waste and ticks.
Chico's owner Theodore Cochran is charged with animal cruelty.
The Lhasa Apso is now in the care of the Suffolk SPCA.
