Westchester County Executive Rob Astorino was in Chappaqua Friday to send a message to the federal government regarding affordable housing.

Astorino spoke steps away from the home of presidential candidate Hillary Clinton, using her mansion to make his point that everyone, including the Clintons, should be free to live where they want as long as they can afford their property.

The address is part of a long-standing push by the county executive to keep the federal government away from regulating affordable housing in Westchester.

The Obama administration previously decided to require the county to build 450 affordable-housing units by the end of 2014 and install a federal monitor to oversee the policy.

In Chappaqua, a project to build 28 affordable units is being held up by a building permit, causing the town to be fined. The development would have been called Chappaqua Station.

Astorino asked Clinton for a response, but she has not given one.

Summit Development unveiled its plan Friday to turn the 120-acre, historic campus of Reader's Digest into 32 affordable-housing units. The developer says the housing should be enough to blunt the fines, and it's a plan for which the New Castle Town Board has shown support.

If approved, construction of the Chappaqua Crossing project could begin by the end of the year.
