Why Has The Weather Been So Nice?

Hopefully, everyone has been enjoying the beautiful dry and sunny weather - but what exactly is causing it, and can we expect it to continue? 
The reason for the nice weather is, of course, due to the atmosphere. These specific weather conditions are because of the position of a high-pressure system and a low-pressure system. 
We have a high pressure over us in the Northeast. This leads to rain-free conditions and plenty of sunshine. However, to the south of us, people are experiencing Hurricane Francine, which is a separated low-pressure system.
Low pressure systems are associated with poor weather and storms. 
When we have a high-pressure system to the north of a low-pressure system, it is called a Rex Block.
While this may sound like a type of dinosaur, they are named after the person who discovered them: Daniel Rex.
But what is unusual or interesting about a Rex Block?  
These atmospheric conditions lead to weather systems that stall where they are. For us in the Northeast, this could mean more dry and sunny days. But, for those dealing with Francine, it could mean that the rain stays over one area and leads to significant flood concerns.
