State of emergency declared with storm bringing up to 4-8 inches of snow to Long Island

Carolers in Victorian costumes graced the streets of Port Jefferson during the annual Charles Dickens Festival.
This year, the event celebrated its 20th anniversary of transforming the streets into a Dickensian village.
The festival included a light show that was projected on Village Hall, a space to decorate holiday cookies, and costumed carolers and villagers.
Participants said it was the best of times.
