Gov. Kathy Hochul has signed new legislation as part of the FY 2026 Budget to strengthen consumer protections and promote fairness in the marketplace.

The measures aim to make it easier for New Yorkers to cancel subscriptions, require online retailers to clearly post return and refund policies, and regulate “Buy Now, Pay Later” loans through licensing and oversight.

The budget also introduces first-in-the-nation transparency rules for “surveillance pricing,” requiring businesses to disclose when personal data influences pricing. Additionally, it cracks down on exploitative overdraft fees that disproportionately impact low-income consumers.

“These laws are about fairness and affordability,” Hochul says. “They ensure New Yorkers can save money and spend it wisely.”
