Gov. Andrew Cuomo laid out a data driven structure for reopening New York during his COVID-19 briefing on Tuesday – this one taking place in Upstate Medical University in Syracuse.
Of the listed data points was the CDC’s guideline that there must be a 14-day decline in the rate of hospitalizations. It also included a rigorous testing and tracing system that is currently being developed by former New York City Mayor Michael Bloomberg.
The governor says that protecting and respecting essential workers is also key to the reopening – making sure they have all they need when the pandemic ends.
Gov. Cuomo says 335 New Yorkers died yesterday due to COVID-19. There were also 900 new infections. But overall, he says that “the numbers are coming down.”
Briefing Notes:
  • Gov. Cuomo delivers briefing from Upstate Medical University in Syracuse.
  • "Facts are our friend...without spin, without opinion."
  • Total hospitalization rate is down. There were 900 new infections yesterday. "Overall, you see the numbers coming down."
  • 335 New Yorkers died yesterday from COVID-19. "The number is reducing, but not at a tremendous rate."
  • Discussing Reopening NY data points: Gov. Cuomo says a dangerous level is if hospitals hit 70% capacity or rate of transmission rate reaches outbreak level of 1.1 infection rate.
  • CDC guidelines say there must be a 14-day decline in the rate of hospitalizations before a state can reopen.
  • Gov. Cuomo outlines "Un-Pause" regional analysis. He says there must be a testing regimen, a tracing system, reimagined workplaces (tele-medicine, tele-communication).

  • He says that businesses that want to reopen need to adopt federal and state guidelines for social distancing in the workplace.
  • Phase 1 reopening would include manufacturing and construction jobs where social distancing can more easily be accomplished. Gov. Cuomo says it would bring back 46,000 jobs.
  • "Who was supposed to blow the bugle and didn't?" Gov. Cuomo asks why no one questioned if the virus could make it to the U.S. after it was discovered in China.
  • On essential workers: “They showed up out of their values and out of their honor and out of their dignity.”
